Measure once at this age and the number stays useful for months. Growth has slowed enough that a measurement taken now still applies well into the next season.
Where the Growth Curve Turns
The toddler band is where head growth changes from fast to slow, and it happens within the band rather than at either edge.
Between one and two, circumference gains around an inch. Between two and four, another inch and a half spread over two years. From four onward, roughly half an inch every three years.
The practical consequence is that the same size name covers very different fit windows. A hat bought at fourteen months is outgrown in about six months; the same size bought at three fits for a year or more.
That changes what is worth spending. Below two, a hat is close to a consumable and a simple adjustable blank makes sense. From three onward it justifies a better sweatband, a proper closure and decoration that survives washing.
Toddler, Infant or Youth XS
Three names cover overlapping ranges, and manufacturers rarely offer all three.
- Infant runs to about 18.5 inches with very shallow crowns and minimal or no brim.
- Toddler covers 18.5 to 20 inches with shallow crowns and short brims, built for a head that is large relative to the body.
- Youth XS covers 19 to 20 inches with fuller crowns and standard scaled brims — essentially the same circumference as toddler in a different proportion.

Toddler and youth XS describe nearly the same circumference under different names. If a brand offers one and not the other, that is the hat you want rather than a sizing problem.
Closures at This Age
- Hook-and-loop. The right default. Covers a wide range and adults can set it quickly.
- Elastic back. No adjustment needed and comfortable. Best for the younger end.
- Snapback. Usually too large even at the smallest setting through most of this band. Check the minimum before ordering.
- Fitted. Not appropriate. Growth is ongoing and there is no margin.

Youth snapbacks frequently do not tighten below about 20.5 inches, which is above the whole toddler band. For this age, specify hook-and-loop or elastic rather than snap closures.
- Snapbacks in this band. The smallest setting is usually too large.
- Fitted sizes. Growth continues and there is no adjustment.
- Ordering by age alone. Two-year-olds an inch apart are normal.
- Assuming size names match between brands. They do not at this age.
Safety at This Age
Requirements ease slightly from infant sizing and several still apply.
- Sewn patches are acceptable from toddler upward, where they are stitched around the full perimeter. Heat-applied-only patches are not.
- No detachable poms, buttons or beads. Anything that can come off should not be there.
- Chin ties short and breakaway. A long fixed tie is a snag risk at this age.
- Smooth interior seams. The most common reason a young child removes a hat.

Measuring a Toddler
Easier than measuring a baby and harder than measuring an older child, and a few things help.
- Do it from behind. A toddler facing you moves toward the tape. Standing behind them is faster and they can look elsewhere.
- Give them the end to hold. A job reduces resistance considerably at this age.
- Ten seconds, one attempt. Repeated tries make each one harder. If it fails, come back later rather than persisting.
- While seated and distracted works better than asking for cooperation — during a story, a meal or a screen.
- While asleep is entirely legitimate and the easiest option for a reluctant child. The measurement does not change.
Position the tape a finger's width above the ears, across the middle of the forehead, level all the way round and over the hair as it is normally worn. A tilted tape reads short, which is the most common error and produces a hat a size too small.
What Toddlers Do to Hats
Worth planning for on any program at this age.
Hats get pulled off, dropped, stood on, chewed and lost at a rate no adult program produces. That is normal rather than a quality problem, and it changes the order.
Three responses. Order fifteen to twenty percent spare. Choose washable fabrics and expect frequent laundering, which rules out anything requiring spot cleaning only. And keep decoration simple, since a heavily decorated hat lost in week three is money spent on nothing.
The one thing worth spending on is comfort. A hat that feels good gets removed less, and a soft interior does more for survival rate than any construction upgrade elsewhere.

Wash frequently and skip the dryer. Heat warps small brim boards quickly, and a warped brim on a toddler cap is more noticeable than on an adult one.
