The reason the transition happens where it does comes down to how fast a head is still growing.
Between one and two, circumference gains around an inch. Between two and four, another inch and a half. From four to seven, roughly half an inch. The rate falls sharply across exactly the span these two size names cover.
That has a practical implication for which to order. At one to two, a hat is outgrown within months regardless of the band, so spending on it makes little sense and toddler proportions are the only ones that look right.
