Puff works by casting a shadow along the raised edge of the stitching. That shadow is what tells the eye the lettering is dimensional rather than simply thick. On a light ground the shadow has to compete with the brightness of the fabric around it, and the effect softens.
On black the surrounding fabric is already dark, so a raised white or cream element reads with maximum separation and its own shadow sits against a dark background rather than a light one. The dimensional effect is at its strongest.
